Cargo Bikes vs Cars: Hamburg's Quiet Last-Mile Revolution

At half past six on a Thursday morning, a DHL micro-depot in a former car park on Schanzenstrasse is already busy. A standard DHL delivery van has arrived from the sorting centre in Allermöhe, and its contents are being transferred into five electric cargo bikes. Each bike can carry around 120 kilograms of parcels in a bright yellow container mounted ahead of the handlebars. By seven o'clock, all five riders have pedalled out into the streets of Eimsbüttel and the Schanzenviertel. The van stays parked. It will not move again until evening.

This is what logistics companies call "last-mile delivery," and it is the most expensive, most congested and most polluting segment of the supply chain. In a dense city like Hamburg, a conventional delivery van spends much of its day idling in traffic or double-parked while the driver carries packages to front doors. Cargo bikes, their advocates argue, can do the same job faster, cheaper and without emissions.

How it works in practice

The DHL operation on Schanzenstrasse is one of six micro-depots the company has established across Hamburg's inner city since 2023. The model is straightforward: a van brings parcels from the regional hub to a small urban depot—often a repurposed parking garage, shipping container or unused retail space—where they are sorted and loaded onto cargo bikes for the final delivery.

Each rider handles a defined area, typically a radius of two to three kilometres from the depot. On a good day, a rider can complete 80 to 100 deliveries in an eight-hour shift. The equivalent number for a van driver in the same area is 120 to 140, but the van takes longer per stop because of parking difficulties and navigating one-way streets that a bike can bypass.

Beyond the big players

DHL and Hermes get the most attention, but the more interesting developments may be happening at a smaller scale. A Hamburg-based startup called Velofix has been operating a same-day grocery and pharmacy delivery service by cargo bike since mid-2024. The company works with independent shops in Winterhude, Eppendorf and Barmbek, offering deliveries within a two-hour window for a flat fee of 2.90 euros.

Velofix founder Mira Engström, a former bicycle courier who studied logistics at the TU Hamburg, describes the business model as "hyperlocal." The company does not try to compete with Amazon on speed or range. Instead, it offers neighbourhood shops a delivery capability they could not afford on their own, while keeping the entire operation within cycling distance of a single hub.

The fleet currently consists of twelve bikes and eight riders. Engström says the company broke even in January 2025 and is cautiously expanding into Eimsbüttel. She credits the economics to the simplicity of the operation: no vans, no fuel, no parking fines, minimal insurance costs, and maintenance that amounts to brake pads and tyre changes.

The infrastructure gap

For all the momentum, cargo bike logistics in Hamburg face a persistent infrastructure problem: there is not enough secure, accessible space for micro-depots. The DHL sites work because the company has the negotiating power and budget to lease urban real estate. Smaller operators struggle. Velofix operates out of a shared courtyard behind a restaurant in Winterhude, an arrangement Engström describes as "functional but not scalable."

Hamburg's transport authority has acknowledged the issue. A 2024 report from the Behörde für Verkehr und Mobilitätswende identified 34 potential micro-depot sites on city-owned land, mostly unused parking areas and ground floors of municipal buildings. As of early 2025, three of these have been made available to logistics operators on subsidised short-term leases. The remaining 31 are tied up in planning processes or competing land-use claims.

Emissions and noise

The environmental case for cargo bikes is not complicated. A standard diesel delivery van in urban service emits roughly 250 to 300 grams of CO2 per kilometre. An electric cargo bike emits nothing at the point of use, and the upstream emissions from charging its battery are marginal—around 5 to 8 grams per kilometre using Germany's current electricity mix, and effectively zero if charged from renewable sources.

Noise is the less discussed but equally significant benefit. A delivery van idling outside your bedroom window at six-thirty in the morning is a quality-of-life issue that complaints data from Hamburg's Bezirke consistently confirms. Cargo bikes are nearly silent. In residential areas, this matters more than most logistics models account for.

Limits

Cargo bikes are not a universal solution. They cannot handle bulky goods—furniture, large appliances, building materials. They are less effective in Hamburg's sprawling outer districts, where distances between stops are too great and cycling infrastructure is sparse. And they are weather-dependent in ways that vans are not: heavy rain and winter ice slow riders down and increase accident risk.

The realistic ceiling, according to a 2024 study by the Fraunhofer Institute for Material Flow and Logistics, is that cargo bikes could handle approximately 20 to 25 percent of all urban parcel deliveries in German cities of Hamburg's size and density. That is a significant share—enough to remove thousands of van trips per day from the city's streets—but it means the van is not going away. The future is mixed fleets, not a wholesale replacement.

Riding along

I spent a morning riding with a DHL cargo-bike courier named Fabian through the streets between Schulterblatt and Osterstrasse. The work is physical—even with electric assist, manoeuvring a loaded cargo bike through traffic requires strength, balance and constant attention. But Fabian, who previously drove a van for the same company, said he preferred it. "I'm outside, I'm moving, I know my route. The van was sitting in traffic and stressing about parking. This is a better job."

By noon he had completed 87 deliveries. The container was empty. He pedalled back to the depot on Schanzenstrasse, locked the bike, and clocked out. No fuel receipt, no parking tickets, no emissions report to file. Just a man, a bike, and a quieter city.
